Silicon Valley may be an epicenter of the nascent electric car industry, but don’t expect the battery revolution to mimic the computer revolution, one of I.B.M.’s top energy storage scientists advises.

“Forget Moore’s Law — it’s nothing like that,” said Winfried Wilcke, senior manager for I.B.M.’s Battery 500 project, referring to the maxim put forward by Gordon Moore, the Intel co-founder, that computer processing power doubles roughly every two years.

“Lithium ion, which clearly is the best battery technology today, is flat, completely flat since 2003,” mr. Wilcke said last week at a gathering in San Francisco attended by executives from I.B.M. and Better Place, a Silicon Valley electric car infrastructure company.

Mr. Wilcke’s team at I.B.M.’s Almaden Research Center in San Jose, Calif., is trying to develop a new battery technology called lithium air that could allow a car to go 500 miles on a single charge. Most electric cars coming onto the market this year have a range of around 100 miles.

Such batteries theoretically could pack 10 times the energy density of the lithium ion batteries now used in electric cars because they use air drawn in from outside the battery as a reactant. that means lithium-air storage devices weigh less than lithium-ion batteries, a factor that also improves the performance of electric cars.

“I always compare it to climbing Mount Everest,” mr. Wilcke said. “In the last two months we just left base camp — meaning that we actually made some pretty significant breakthroughs.”

He declined to give details but said that his team has shown that lithium-air batteries can be recharged, something that had not been done before.

“It will take many years, if ever, before it can be useful,” he said. “It’s a high-high-risk project.”

He illustrated the challenge of building a battery with the energy density of gasoline by recounting that it took 47 seconds to put 13.6 gallons of gas in his car when he stopped to fill up on the way to San Francisco. That’s the equivalent of 36,000 kilowatts of electricity. An electric car would need to pump 6,000 kilowatts to charge its battery.

“The dream that we have today to have exactly the same car charge up in minutes and drive off hundreds of miles cannot happen,” mr. Wilcke said. “Or at least not for 50 years.”

Mr. Wilcke and Lawrence Seeff, head of global alliances for better place, dismissed the idea that the fast-charging stations being tested in California and elsewhere are a solution to the battery conundrum.

Depending on the battery, high-voltage stations can recharge a battery to 80 percent capacity in 20 to 30 minutes rather than in eight to 10 hours it takes with a more conventional charging station.

Allan Schurr, I.B.M.’s vice president of strategy, energy and utilities, noted that the cost to drivers of plugging into a rapid charging station might be prohibitive, given the demands that the devices place on the electric grid.

“It’s physically possible to have a fast-charge mechanism and a fast-charge outlet, but can the grid support it?” mr. Seeff asked. “And what do we define by fast-charging? is it 20 minutes, 10 minutes, 30 minutes? because if you have two people waiting to fast-charge, you could be waiting an hour.”

Better Place’s business model is based on the deployment of conventional charging posts in urban areas along with the construction of stations where drivers can swap out their depleted batteries for a fresh ones if they need to take longer trips.

In the end, mr. Wilcke said, breakthroughs in batteries and electric cars may happen elsewhere.

“What we do in the U.S. doesn’t matter,” he said. “What matters is what China does. The Chinese government has a goal that 50 percent of all new cars sold in China by 2020 will be battery-powered. that is what will change the game.”

The place is just sand dunes where the wind never stops howling. That’s why, in the post World War2 era, they located the car industry in PE. Back in those days, creating jobs through building cars was the politically correct thing to do.

The story went even further. South Africans were encouraged to support the motor industry. There was no fringe-benefit tax on cars or car allowances – until 1983. And the government, as far as possible, kept its hands off fuel levies. So we drove Impalas, Kommandos, Valiants and El Caminos.

But today motor vehicles are a source of enormous income for the government. And collection targets increase every year.

Just this year we have had, one, a 25c-a-litre fuel levy increase – that’s R3.6-billion. Then, two, the loss of the travel allowance deduction formula, from March 1, 2010 – that’s R1.8-billion. Then, three, an increase in the deemed value of company cars to 3.5%, effective March 1 2011. And, four, the carbon dioxide vehicle emissions tax effective from September 1, 2010 – that’s another R450-million. And ad valorem duties on luxury vehicles, and VAT.

Remember, we are also paying R5-billion a year in tax on electricity. So a golf cart won’t help.

Put this all together and we are looking at the motor industry upping its contribution to national tax collections by between R7-billion and R10-billion a year. That’s about as much as sin tax on booze or smokes.

Why? It’s so easy; everything can be justified as "going green".

The car adverts go, "Buy a new car beforeSeptember 1 2010 and beat the introduction of emissions taxes. (But they don’t tell you about all the VAT you are going to pay in the process.)

So, whether it’s a couple of hundred on a bubble car or even tens of thousands for a great big gas guzzling 4×4 or MP’s limo, it probably won’t make much difference. Or stop TV in the back seat for the kids.

There is no end of information on the Internet about our carbon footprints. And there is no denying that motor vehicles are a major part of the problem.

But hang on – buying a new motor vehicle is just one small piece of the jigsaw.

Putting another child on the planet probably amounts to 10-15 new cars. So a large family will most likely fill half a parking lot over the next 50 years.

We did away with tax rebates on kids years ago. We give them a cash grant now – to the extent that in some societies today, it is easier to stay at home than go to work.

Going green and a variety of other factors have made for hard times in the motor cities of the world. Yes, only a seagull can put a deposit on a BMW in Port Elizabeth today.

Volkswagen is close to turning the key to start the most complex part of its Chattanooga assembly plant as the carmaker readies its state-of-the-art paint shop.

“In the middle of September, we will paint our first car,” said Frank Fischer, chief executive of VW’s Chattanooga operations.

The massive paint shop, on which construction began first because it’s the plant’s most complicated structure, is undergoing a deep cleaning to remove dust, Fischer said.

Don Jackson, VW’s president of manufacturing in Chattanooga, said workers will start filling the system with liquids, paints and coatings.

“We must confirm all the different colors,” he said.

Also, the paint shop robots soon will start operating, Jackson said.

“Robot teaching is going on now,” he said.

Jackson said that because the paint shop isn’t up and running yet, early trial vehicles made at the plant were shipped to VW’s Pueblo, Mexico, facility for painting.

VW employees in the Chattanooga paint shop also were sent to Mexico to train, he said.

Officials said the Chattanooga paint shop is expected to be the most advanced in the world and hold an eco-friendly process.

The shop will boast green technology that will produce almost zero waste when changing paint colors, according to VW.

In addition, VW will use environmentally sensitive water-based paint, and it will utilize a two-step process rather than the typical three. The move will save energy but maintain high-quality standards, according to the automaker.

Additionally, the paint shop will use a dry filtration process rather than one that is water based. Instead of having a wet sludge, the byproduct will be a dry powder, officials said.

“It’s a very exciting time for us,” Jackson said.

VW officials said last year it was expanding the paint shop to service 1,000 vehicles a day. While the new plant is to assemble 150,000 vehicles a year, officials have said they could build a mirror image of the facility on adjacent land if needed.

VW is slated to start producing cars in the first quarter of 2011. The $1 billion plant will make a new midsize sedan aimed at American motorists.

On Sunday the Annual FREE end-of-summer celebration Lexington Avenue Arts and Fun Festival (LAAFF) hosts Asheville’s artistic and musical communities. LAAFF is entering it 9th year of filling three blocks of N. Lexington Ave in downtown with all local art, food, beer, music, street performers, and random acts of creativity.

Get on your pony and ride on up to Mustangs at the Mansion, a National all Mustang car event at the Biltmore Estate. Over 500 Mustangs registered for this 3 day event. National vendors on site (Kicker, NPD, UPR, Aerofinz, Moss Muscle, etc). This is a judged national event, and the best of the best Mustangs in the country will be on display. Admission is free, but limited to car show site only. Does not include admission to Biltmore house or other attractions.
